Our Purpose and Organization
Highway District No. 4 (HD4) is one of four Highway Districts in Canyon County. Our Highway District boundaries primarily include the Northeastern area of Canyon County, surrounding Caldwell and Middleton. Highway District No. 4 was formed in 1981 to maintain public rights-of-way, roads, and bridges in the highway system, within the District's boundaries, excluding state highways and public streets within city limits.
The Highway District is a political subdivision of the State of Idaho and, according to state law, functions like a corporation. It is a special-purpose district and is not part of the state, city or county governments.

FARMWAY & USTICK ROUNDABOUT PROJECT
Work has begun on the Farmway & Ustick project, including utility relocations and transport of 620-feet of 60" diameter concrete pipe (more than 450 tons) for replacement of the Bardsley Gulch Drain crossings of both Farmway and Ustick Roads.

Effective August 22, 2022
HD4 began collecting development impact fees for the Mid-Star Service Area with all access permits issued for new residential, commercial, or industrial development. This includes the unincorporated areas around Middleton and Star lying north of the Boise River, and a small area north of Lincoln Road within one mile from Middleton Road.

Truck Driver
Duties:
Operate trucks used in road, pipe, and bridge maintenance. Knowledge of snow removal equipment (snow plows, sanding trucks, liquid applicators). Works with road, bridge, and herbicide crew or as assigned.
Salary Range $28.31 - $30.58
Senior Transportation Engineer
Duties:
Design, planning, and project management of capital improvement and maintenance projects. A minimum of 7-years experience in transportation engineering is desired. The ideal candidate has a solid design background in roadway, drainage, hydraulics/hydrology engineering; experience planning and overseeing longer duration projects; and can manage consultants and contractors in their sleep. See job description; this position will focus on design/construction with opportunity for cross training in other responsibilities of a facility owner. HD4 is responsible for maintenance and improvements to $280M in roadway and bridge assets.
